Gujarat is spearheading India’s ambition to become a global semiconductor and high-tech manufacturing hub, with Dholera Special Investment Region (SIR) at the forefront. With a strategic blend of semiconductor facilities, a world-class international airport, advanced road infrastructure, and green energy initiatives, Dholera is poised to transform India’s economic landscape and technological capabilities.
Dholera: India’s Semiconductor Powerhouse
Under the visionary leadership of the Union government and proactive state policies, Gujarat has emerged as the most attractive destination for semiconductor investments. At the Gujarat SemiConnect 2025 Conference, over 1,500 delegates—including industry leaders, start-ups, academia, and government officials—discussed strategies to strengthen India’s semiconductor and electronics ecosystem. Key participants included Tata, Micron, and other global semiconductor giants.
Mona Khandhar, Principal Secretary, DST, Gujarat, highlighted:
"A robust semiconductor and ESDM sector can transform India’s economy, foster innovation, and strengthen national security. Gujarat’s commitment to building a local-to-global value chain positions the state as a global leader in semiconductor manufacturing."
Economic Impact: A Trillion-Dollar Semiconductor City
Dholera’s semiconductor city is projected to contribute $1 trillion to India’s economy by 2047, driven by foreign investments, high-paying jobs, and technological innovation. With semiconductor chips powering smartphones, medical devices, automotive electronics, and AI applications, Dholera will not only strengthen Gujarat’s economy but also enhance India’s global tech footprint.
Display Manufacturing & Tata Electronics
Tata Electronics is establishing a display manufacturing unit in collaboration with Taiwan’s PSMC and Himax Technologies. This facility will produce display chips for TVs, mobile phones, camera sensors, LEDs, and OLEDs, complementing Tata’s ongoing semiconductor fab in Dholera. The unit will attract further investments, create skilled jobs, and solidify Dholera’s status as a comprehensive semiconductor hub.
Opportunities for India’s Next Generation
Dholera’s emerging semiconductor ecosystem offers research, manufacturing, and supply chain opportunities, helping reverse India’s brain drain. With state-of-the-art facilities and high-tech career prospects, the city aims to retain top talent while fostering innovation. India currently ranks third globally in chip design research, and Dholera’s ecosystem will further strengthen its R&D capabilities.
Sustainable Industrial City & Green Energy Initiatives
Dholera is envisioned as a green industrial city, powered by renewable energy. The planned 5,000 MW solar power park, with 500 MW already installed, will reduce the city's carbon footprint and promote sustainability. Green infrastructure will attract environmentally conscious investors, support energy security, and align with India's low-carbon development goals.
Dholera International Airport: Driving Growth
Spread across 1,426 hectares with two 4,000-meter runways, Dholera International Airport is projected to surpass Ahmedabad, Surat, Rajkot, and Baroda in cargo traffic by 2036. Its strategic location, along with upcoming attractions like the Marine Heritage Museum at Lothal and potential 2036 Olympic events, will fuel economic growth and enhance connectivity.
Ahmedabad-Dholera Expressway: Boosting Connectivity
The 109-km Ahmedabad-Dholera Expressway, costing ₹4,373 crore, will cut travel time to 40–45 minutes. Connecting the Sardar Patel Ring Road in Ahmedabad to India's first greenfield smart city, the expressway forms part of the Delhi-Mumbai Industrial Corridor (DMIC), facilitating industrial growth, investment, and regional development.
Garvi Gujarat High-Speed Corridor Project
Announced in the Gujarat Budget 2025–26, this 1,367-km high-speed corridor across 12 routes will enhance road connectivity, reduce travel time, and support industrial and urban expansion. It will integrate key infrastructure like Dholera International Airport and the Ahmedabad-Dholera Expressway, reinforcing Dholera's role as a technological and industrial hub.
Migration Patterns & Workforce Development
Between 2027 and 2047, India is expected to see a reverse brain drain, with highly skilled workers moving to smart cities like Dholera for advanced infrastructure, reduced commute times, and modern facilities. Dholera's ecosystem is designed to attract this talent, supporting India's next generation of innovators and leaders.
